After a letter signed by 77 companies defending open-weights models — shared by Jensen Huang —, Anthropic published its official position: it doesn't support bans, but proposes chip controls, enforcement against industrial-scale distillation, and pre-release safety testing for any sufficiently capable model.
The controversy had been brewing: on July 20 it emerged that the US administration was weighing restrictions on Chinese open models, and some observers accused Anthropic of favoring a ban to protect its commercial position. On July 24, 77 companies signed a letter defending open weights.
Amodei's response (July 27): "Anthropic has never advocated for a ban on open-weights models." The company says it opposes protectionist restrictions, and concedes open weights expand access and competition — while disputing that they strengthen safety on their own.
Its three alternative proposals: controls on advanced chip sales to China with anti-smuggling enforcement, action against industrial-scale distillation operations backed by authoritarian states, and mandatory pre-release safety evaluations for any sufficiently capable model — open or closed.
